The German government is set to enhance its capabilities in combating illegal drone flights, as announced by the Interior Minister. The proposed legislation aims to grant the military expanded powers to assist police forces in domestic drone defense operations.
Interior Minister Alexander Dobrindt emphasized the urgency of the situation, stating that the draft for the new air security law will be introduced in the upcoming months. Key aspects of this reform include the authorization for the military to shoot down drones in cases of immediate threat, should it be deemed the only viable option to prevent a serious incident.
This initiative follows a series of recent disturbances caused by drones in various European countries, including significant disruptions at airports in Denmark. Reports indicated increased drone sightings near military installations and various critical infrastructure sites, raising alarms about public safety.
Statistics from the German air traffic control indicate a notable rise in drone-related incidents at airports, with 144 disruptions recorded by the end of August - a sharp increase from previous years. This trend highlights the growing concern regarding unauthorized drone activity over sensitive locations.
The government's drone defense strategy is comprehensive, incorporating measures for identifying and classifying unauthorized drones, deploying electronic countermeasures, and potentially using lethal force as a last resort. The focus remains on protecting lives and safeguarding vital infrastructure, such as energy supplies and government buildings.
Discussions are currently underway to reform the federal police law and adjust the air security regulations. The government refrained from providing specifics about the ongoing legislative processes.
Dobrindt also proposed the establishment of a German drone competence center aimed at fostering collaboration among federal, state, and military entities. He characterized the situation as a race between drone threats and defense capabilities, stressing the need for increased investment in both areas.
Previously, the government had indicated that illegal drone flights over critical infrastructure have become a frequent occurrence in Germany. The updated regulations would empower the military to intervene in severe emergency situations, contingent upon requests for assistance from state police forces lacking the necessary technical capabilities.
Under the existing air security law, the military is limited to employing non-lethal measures, such as redirecting aircraft, compelling landings, or issuing warnings. While the legal framework permits the shooting down of drones, experts caution that such actions must be proportionate and might pose risks, such as falling debris or explosive payloads.
Military officials have also expressed concerns about the implications of deploying force against drones, emphasizing the potential hazards to civilians and property. Recent discussions have revolved around alternatives for drone interception, including jamming signals, GPS spoofing, and employing interception drones or laser systems.
