The European Commission has issued a formal request to major US technology companies, including Apple, Google, Microsoft, and Booking.com, seeking information on their strategies to combat financial fraud on their platforms. This initiative aims to enhance user protection across the EU, according to a spokesperson for the Commission.
Under the Digital Services Act (DSA), these companies are required to disclose the measures they have in place to prevent users from falling victim to fraudulent schemes, such as fake banking or investment applications. Apple and Google are particularly scrutinized regarding their app distribution platforms, the App Store and Google Play, where scammers could potentially offer counterfeit financial services.
Microsoft operates an online marketplace through its Bing search engine, which may host links or advertisements leading to deceptive websites. Alongside these US-based firms, the Commission is also focusing on Booking.com, a Netherlands-based platform that facilitates bookings for hotels, vacation rentals, and other travel services.
While the Commission has not specified a deadline for the companies to respond, it typically provides them with a few weeks to comply. The Commission will evaluate the responses to determine subsequent actions. Should the companies provide incorrect, incomplete, or misleading information, or fail to respond, the EU could impose financial penalties.
Following the information gathering phase, the Commission may initiate legal proceedings against these companies, with further details to be released at that time. Notably, similar investigations are already underway against Chinese online marketplaces, including Temu and AliExpress.
The Digital Services Act is designed to ensure that online platforms remove illegal content more swiftly than before and simplify the process for users to report such content. Larger platforms are subject to stricter regulations compared to smaller entities, enhancing accountability in digital spaces.
As part of these regulations, platforms must verify the identities of their sellers and maintain records to assist in fraud cases. This legislation has previously caused friction between the EU and the United States, with past US administrations criticizing the DSA as being detrimental to competition.
