Syrian Ex-Police Chief Convicted in Vienna Reportedly Missing

Authorities in Vienna are currently investigating the reported disappearance of Mussab Abou R., a former Syrian police chief who was recently convicted for his role in systematic torture under the regime of the former Syrian president. Earlier this month, the Vienna Regional Court sentenced two former Syrian officials, Khaled Al H. and Mussab Abou R., to eight years in prison each after finding them guilty of severe crimes, including torture against 21 civilians.

Khaled Al H., previously a senior official in the Syrian intelligence service, and Mussab Abou R., the former head of criminal police in Raqqa, were found responsible for the organized and state-sanctioned mistreatment of detainees. The court determined that their actions were aimed at suppressing civilian protests against the regime by employing physical abuse and, in some cases, the use of weapons against those held in custody.

While Khaled Al H. has remained in custody at Vienna-Josefstadt prison since December 2024, awaiting the outcome of his appeal, Mussab Abou R. was not held in detention during or after the trial. The Higher Regional Court of Vienna previously ruled that there was no significant risk of him fleeing, leading to his release from pre-trial detention. However, recent developments have raised concerns about this assessment.

Reports from investigative journalists and anonymous sources, referenced by an international news outlet, suggest that Mussab Abou R. may have left Austria. Although no official confirmation has been issued by the Vienna court, a spokesperson confirmed that the authorities are aware of a social media post indicating that Abou R. may have returned to Syria. Family members reportedly celebrated his return in the post, which has been added to the official case records.

The court's verdict, while not yet legally binding due to ongoing appeal procedures, represented a significant step for the victims and human rights organizations involved in the case. The Centre for the Enforcement of Human Rights played a crucial role by supporting victims and organizing their testimony in Vienna.
