Authorities in Styria have successfully dismantled a large-scale human smuggling operation, identified as one of the most extensive ever uncovered in Europe. The criminal network is believed to have facilitated the unauthorized entry of over 100,000 individuals into Central Europe, generating illicit profits estimated in the billions of euros.
This outcome follows a coordinated effort involving multiple criminal investigation offices, the Federal Criminal Police Office, and European police agency Europol. The investigation, code-named 'Ancora,' was initially triggered by an incident in December 2023, when a smuggler, attempting to evade a border checkpoint in southern Styria, was involved in a serious accident in which shots were fired.
Authorities spent approximately eighteen months investigating the operation, which ultimately led to the arrest of more than 130 suspects. The criminal organization reportedly consisted of around 800 members organized into four hierarchical levels. Arrests were carried out among members of the lower three levels, while the top level is believed to be linked to a prominent clan based in Syria, which is considered to have provided the leadership and coordination for the group.
The network primarily trafficked migrants from Turkey through the southern Balkan route, moving them across Austria and onward, predominantly to Germany. Migrants reportedly paid between 10,000 and 20,000 euros for passage, with payments often made either in cash or through a staged deposit system that disbursed money in increments upon successful arrivals. A mobile phone shop in Vienna's Ottakring district was identified as a key logistical hub for the operation.
Law enforcement agencies executed several raids in May 2025, arresting six main suspects and confiscating weapons and narcotics. The principal suspects, aged between 25 and 50, were described as belonging to five subgroups reporting to the network's leadership. Two of these subgroups operated from Vienna, while others were based in Budapest, Burgas, and Subotica. Most of those apprehended originate from Afghanistan, Syria, Russia, and Chechnya.
The operational aspect of the network was managed by 16 identified team leaders who coordinated teams of drivers, each overseeing up to 80 drivers. The majority of these drivers were young men aged 18 to 25, recruited primarily via social media platforms from economically disadvantaged regions in Moldova, Romania, Georgia, and Ukraine. Many of the arrests also took place outside Austria, in countries including Croatia, Romania, and Germany.
Investigators analyzed hundreds of mobile devices and processed several terabytes of data to map the organization's activities. Documentation of over 1,000 vehicles used in smuggling operations was compiled, with evidence suggesting that up to five new vehicles were acquired daily for these illicit transports. In late 2023, the group altered its tactics, shifting from the use of small trucks to powerful passenger vehicles, and increasingly targeting less-monitored border crossings. Some vehicles were found carrying as many as 16 occupants, and several members were apprehended during targeted police operations.
Authorities described the scale and organization of the network as unprecedented, noting that the dismantling of its lower levels has significantly disrupted its operations. However, investigations remain ongoing, with the case file now extending to around 14,000 pages. The authorities highlighted the extreme aggression and lack of scruples among members of the network, citing a fatal accident in Croatia involving a vehicle linked to the group, which resulted in multiple deaths.
Further legal proceedings are expected, with a comprehensive report exceeding 300 pages already submitted to the prosecuting authorities. The investigation continues to monitor the remaining elements of the network and its leadership.
