The board of trustees for Austria's national broadcaster, ORF, is set to reconfirm major resolutions from its initial two meetings of the current term, including the appointment of its chairman. This step is intended to reinforce legal certainty following procedural concerns raised earlier in the year.
At the heart of the issue lies the board's inaugural session in June, during which only 34 out of the intended 35 members participated in decision-making. The same occurred in the subsequent meeting in September. The absence was due to a board member, delegated by the ORF Audience Council, stepping down ahead of the first session amid potential conflict of interest concerns. She held a deputy leadership role in a senior political association, which contravenes ORF's internal regulations prohibiting individuals with active political functions from serving on its governing bodies.
Despite these developments, internal reviews commissioned by the board indicated that the group retained its capacity to make valid decisions. Regulatory authorities, including Austria's media oversight body, did not mandate any additional confirmation of the board's decisions. Nevertheless, the board's leadership has chosen to proactively reaffirm the decisions already made, seeking to remove any ambiguity regarding their legitimacy. The chairman has stated that the reaffirmation process will be handled efficiently and without unnecessary debate.
However, some members have criticized this approach, arguing that the board should repeat the previous meetings entirely to avoid any perception of procedural irregularity. These individuals contend that the broadcaster's credibility could be undermined if the process is not fully redone, and have advocated for a fresh chairman election. The board leadership, however, remains confident that the planned confirmations will sufficiently settle the matter.
In addition to addressing these governance issues, the board is also preparing to discuss the ORF's budget for 2026. The financial plan aims for a balanced outcome, necessitating approximately 100 million euros in cost reductions to meet the target. One area of focus is the wage negotiations for ORF employees. Several board members and executives have emphasized the importance of keeping future salary increases below the national inflation rate, pointing to heightened economic pressures and the need for fiscal restraint. Discussions between the broadcaster's management and staff representatives are ongoing, with recent years marked by relatively modest wage agreements.
The board is also set to evaluate the completion of ORF's strategic site development project at its Küniglberg headquarters in Vienna. The project, budgeted at 303 million euros, has reportedly remained within both its timeline and financial projections. The conclusion of the project includes a proposal to dissolve the dedicated project management office, reflecting the project's near completion. Notably, savings of 17 million euros have been reported relative to the original budget, partly due to the decision to postpone construction of a new entrance area following critical feedback. The board will determine whether to revisit this component at a later stage.
Through these discussions and procedural steps, the ORF Foundation Board seeks to maintain operational stability, uphold public trust, and ensure compliance with both internal policies and national regulations.
