Michael Ludwig Sworn in as Governor of Vienna

Fri 13th Jun, 2025

On June 13, 2025, Michael Ludwig, the Mayor of Vienna, was officially sworn in as the Governor of Vienna by Federal President Alexander Van der Bellen at the Hofburg Palace. This ceremony came after the municipal elections held in April, where the Social Democratic Party (SPÖ) and the NEOS party agreed to continue their coalition government, which has been in place since 2020.

The swearing-in ceremony was notably delayed due to scheduling conflicts and did not coincide with the customary day of the inaugural session of the municipal council, which took place earlier in the week. In Vienna, which functions as both a city and a federal state, the mayor also assumes the role of governor.

Van der Bellen congratulated Ludwig on his electoral victory and highlighted Vienna's reputation for high living standards, indicating that the city consistently ranks at the top in terms of livability among global metropolitan areas. However, he also acknowledged the 'real challenges' facing the city. Vienna is experiencing growth, which requires its infrastructure to expand accordingly.

The president pointed out that education and security have likely been key topics in recent government negotiations. In light of the tragic events in Graz, he stressed the importance of reassessing security measures and preventive strategies. Although he mentioned that absolute safety may never be attainable, he expressed hope for cooperative dialogue.

Furthermore, the president identified potential opportunities for Vienna, particularly as a university city, amid concerns about a potential brain drain from the United States. However, he also noted the difficult financial situation in local governments, emphasizing the concerns surrounding rising interest rates on public debt as a 'flashing warning light.' He expressed relief over renewed discussions between the federal government and states regarding the distribution of responsibilities.

After the swearing-in, Ludwig addressed the pressing issue of gun control, advocating for a more stringent approach to firearm legislation in Austria. He expressed concern over the increase in the number of firearms in the country, which has risen from one million to 1.5 million over recent years. Ludwig articulated his belief that an increase in firearms does not equate to greater safety, but rather diminishes it.

He called for a reflection on the accessibility of weapons and pointed out the implementation of weapon bans in specific public areas. Ludwig noted that many municipalities are recognizing the importance of restricting gun ownership in public spaces. The critical question remains whether such a significant number of firearms is necessary in private households. He urged for discussions on potential measures as a response to the tragic incident in Graz.
