EU Introduces New Tariff to Address Surge in Low-Value Parcels from Asia

The European Union has enacted a new measure aimed at managing the dramatic rise in low-value parcel imports from Asia, particularly China. This step involves the introduction of a standardized customs duty on small packages, targeting the increasing volume of goods entering the EU through e-commerce platforms.

Under the new regulation, effective from July 1, 2026, a fixed customs fee of 3 euros will be imposed on all parcels valued under 150 euros arriving from outside the European Union. The decision marks a transitional solution as the EU works toward eliminating the existing customs exemption for imports below this threshold.

This move comes in response to mounting concerns among European trade organizations about the competitive imbalance created by the current customs regime. Previously, packages valued at less than 150 euros could enter the EU duty-free, a policy that has contributed to a surge in low-cost imports from Asia. According to data from the European Commission, 91 percent of all e-commerce imports valued below 150 euros originated from China last year. The volume of such shipments has more than doubled since 2023, increasing from 1.9 billion to 4.17 billion parcels.

European retail and trade associations have argued that the duty-free threshold placed domestic businesses at a disadvantage, as local companies are subject to stricter regulations and higher compliance costs. The new customs charge is intended to create a fairer trading environment for EU-based enterprises, ensuring that all market participants are held to similar standards.

While the 3-euro fee is considered a modest initial step, stakeholders emphasize the need for further action to address other aspects of cross-border e-commerce.
