Concerns Raised Over Conditions at New Youth Detention Facility in Simmering

Recent reports highlight significant issues at the newly inaugurated youth detention center at Münnichplatz in Vienna-Simmering, which opened in January 2025. The facility is currently described as only partially operational, unable to meet the necessary standards for housing young offenders.

As it stands, the center is accommodating 21 detained youths, some of whom are of school age. However, the educational facilities remain located at the Justice Center in Josefstadt, necessitating daily transportation of these youths back and forth for schooling. At present, only one of the three intended residential units is operational, as essential renovations for the shared facilities are still pending.

Additionally, logistical challenges persist. Supply chains for necessary items continue to operate through the Josefstadt facility, and administrative tasks, including disciplinary proceedings, are also being managed from there. Staffing shortages contribute to the inefficiencies, compounded by malfunctioning telephone systems and limited visitor access. Furthermore, there is uncertainty regarding future medical care provisions for the incarcerated youths.

Critiques have emerged regarding the handling of the facility's opening. Concerns have been expressed about the decision to relocate youths before ensuring that all construction and staffing needs were fully addressed. Observers have pointed out that it would have been more prudent to finalize all operational aspects before commencing the transfer of juvenile detainees.

Since 2022, there have been calls for the establishment of a new youth detention center that meets modern standards. There are apprehensions that prior administrations may have delayed necessary actions. Calls for action have intensified, urging the current Justice Minister to prioritize improvements in the youth detention system. The institution has offered its expertise and experiences from past consultations to aid in enhancing the conditions and operations of the juvenile justice system.
