Negotiations to form a coalition government in Berlin commenced between the Left, Greens and Social Democrats (SPD) on Wednesday morning, six weeks after the regional election. The three parties aim to agree on a potential coalition agreement by December, but the outcome remains uncertain.
The coalition talks are orchestrated by a working group composed of high-ranking officials from each of the parties involved. Additionally, around a dozen specialized working groups have been established to address specific policy areas.
The basis for these negotiations is a briefing paper previously developed by all three parties. This document includes contentious proposals such as the socialization of housing stocks from major real estate companies in Berlin.
While a coalition agreement could be reached by the end of the year, final approval from the parties' members is required. For the SPD and Left, a vote among party members will be pivotal. The Greens intend to gather feedback through a digital consultation with their members before making a decision at a party congress.
However, the SPD faces internal discord over the potential collaboration with the Left. Nearly 1,000 members of the SPD have signed an open letter criticizing the Left's ability to govern effectively in Berlin. Among the prominent figures voicing opposition is Defense Minister Boris Pistorius. During a television appearance, Pistorius remarked that a coalition with the Left in Berlin is not favorable for the SPD to support, noting issues concerning the Left's relationship with security authorities in the city.
Further opposition exists within the Berlin SPD itself. Economic Senator Franziska Giffey, also a signatory of the open letter, expressed her concerns about the Left's handling of antisemitism and organized crime during a morning news program.
The internal discontent among the SPD contrasts with the momentum for coalition talks after the Left's formal approval to proceed. At a recent party conference, a significant majority of the Left's delegates favored entering into negotiations. The Greens and SPD had already given their consent to the negotiations on October 19.
As the parties prepare for a series of complex and potentially protracted discussions in Berlin, the prospect of forming a tri-party coalition remains fraught with challenges, particularly with the Schism within the SPD concerning the Left's governance approach in the capital.
