US-based artificial intelligence firm Anthropic has called for a coordinated global slowdown in the development of highly advanced AI systems. The company, headquartered in San Francisco, stated that a temporary halt or delay in leading-edge AI research would be beneficial, provided that all major players in the sector participate. According to Anthropic, unilateral efforts by individual companies would not be effective, as competitors would continue to make progress regardless.
Anthropic emphasised the importance of giving society and AI alignment research time to adapt to rapid technological advances. The firm highlighted concerns that the pace of innovation in AI currently outpaces the ability of social institutions and regulatory frameworks to keep up. The company recently filed for an initial public offering, bringing additional attention to its role in the AI industry.
CEO Dario Amodei warned of potential negative consequences linked to the unchecked advancement of AI. He noted that artificial intelligence could increase social inequality and potentially eliminate up to half of all entry-level office jobs. Furthermore, Amodei expressed concerns that future powerful AI systems could develop unpredictable and potentially dangerous behaviours, especially if they are trained on speculative or dystopian narratives from science fiction, which might influence real AI systems in unintended ways.
Anthropic's call for a pause is not unprecedented in the tech industry. Previous appeals, notably following the global impact of OpenAI's ChatGPT, were supported by various industry leaders, including Elon Musk. However, those initiatives have thus far failed to slow the rapid development of AI technologies amid ongoing competition and commercial incentives.
For a global slowdown to be effective, Anthropic argues that leading AI firms from multiple countries, particularly the United States and China, would need to reach a consensus to decelerate or temporarily suspend their work simultaneously. The company suggests that enforceable rules and transparent oversight mechanisms would be necessary to ensure compliance and prevent any single actor from gaining a disproportionate advantage.
Jack Clark, another senior leader at Anthropic, noted that without coordinated action, the current environment will persist, in which powerful technologies are developed at breakneck speed by a wide range of actors across multiple countries. He added that commercial and geopolitical rivalries often overshadow the existential risks that such technologies might pose.
Anthropic is recognised for its AI chatbot Claude, which is widely used by businesses, and for developing Mythos, an AI model designed to identify vulnerabilities in cybersecurity systems. The company has offered access to Mythos for US authorities and is in discussions with the European Union to allow for risk assessment and regulatory evaluation. Security officials in Germany have expressed concerns that the technology could be misused by criminal or state actors for cyberattacks.
The company is also involved in an ongoing legal dispute with the US Department of Defense over restrictions on military applications of its AI technology. Anthropic has opposed the unrestricted use of its systems for domestic mass surveillance and fully autonomous weapons, leading to the Pentagon labelling the company as a supply chain security risk. Anthropic is contesting this classification through legal channels.
The debate over pausing or slowing AI development remains a contentious issue, with calls for greater international coordination and oversight intensifying as the capabilities of artificial intelligence continue to advance rapidly.
