US Proposes Comprehensive Mineral Agreement with Ukraine

Fri 28th Mar, 2025

The United States has put forth a proposal for a more extensive mineral agreement with Ukraine, according to multiple sources familiar with the ongoing negotiations. This development is outlined in a summary of the draft proposal obtained by Reuters, which indicates that the US has revised its initial offer.

Insiders report that the new proposal does not include future security guarantees for Ukraine. Instead, it requires the country to deposit all revenues generated from the exploitation of natural resources--managed by both state and private enterprises operating in Ukrainian territory--into a joint investment fund.

Scott Bessent, the US Treasury Secretary, is reportedly leading the negotiations on behalf of the United States. While James Hewitt, spokesperson for the National Security Council, did not confirm the specifics of the latest proposal, he stated that the agreement would significantly enhance relations between the US and Ukraine.

The Ukrainian Foreign Ministry has not immediately responded to requests for comment regarding the proposal.
