Putin Proposes Temporary UN Administration for Ukraine Amidst Ongoing Conflict

Russian President Vladimir Putin has put forth the idea of placing Ukraine under temporary administration by the United Nations as a means to facilitate elections. During a discussion with sailors aboard a nuclear submarine, he remarked on the feasibility of such an arrangement, suggesting that it could be explored in collaboration with the United States, European nations, and Russia's allies.

Putin's primary objective is to enable democratic elections that would lead to a functional government capable of negotiating a peace settlement. He indicated that after the establishment of this government, negotiations for a peace treaty could commence, resulting in legitimate agreements recognized globally.

In response to Putin's assertions, a spokesperson from the White House emphasized that the governance of Ukraine is determined by its constitution and the will of its people. The Kremlin's call for external administration aligns with two key narratives: one claiming that Ukraine is a failed state dominated by extremist groups, and the other asserting that President Volodymyr Zelenskyy lacks a valid mandate following the expiration of his term last year. However, Ukrainian legal experts maintain that the extension of his powers is justified under martial law, and internationally, he continues to be recognized as the legitimate president, especially given the impracticality of conducting elections in territories occupied by Russia.

Putin reiterated Russia's preference for a peaceful resolution, but he clarified that this should not come at Russia's expense. He expressed willingness to engage in negotiations, including with European nations, but cautioned against being deceived. Militarily, he projected confidence, stating that Russian forces currently control 99% of Luhansk and over 70% of the annexed regions of Donetsk, Kherson, and Zaporizhzhia. He claimed that Ukrainian troops are nearing total defeat, suggesting that Russia is poised to deliver a decisive blow.
