EU Commissioner Signals Upcoming Talks with Ukraine

The European Union's Enlargement Commissioner, Marta Kos, has expressed optimism regarding the initiation of EU accession talks with Ukraine and Moldova. In a recent interview with the European Newsroom, she indicated that the first chapter of the negotiations could commence before the end of the current Polish EU Council presidency, which concludes on June 30.

Kos emphasized that the accession process for Ukraine is progressing rapidly, contingent upon the country's implementation of necessary reforms in governance, rule of law, and anti-corruption measures. However, she acknowledged that unanimous approval from all 27 EU member states is required to open the first negotiation chapter. Hungary's stance remains a potential obstacle, as it has indicated intentions to block the process.

Addressing the discussions about altering the decision-making process for EU enlargement from unanimous consent to a qualified majority, Kos noted that this is a topic currently under consideration within the EU Council. Her team is working on streamlining the process to reduce the number of steps that require consensus.

Kos also highlighted ongoing dialogues between Ukraine and Hungary regarding the rights of the Hungarian minority in Ukraine, which have been a point of contention. Hungarian Prime Minister Viktor Orbán previously vetoed the start of EU negotiations, citing concerns over the treatment of ethnic Hungarians in Ukraine. Kos stated that the Polish presidency is facilitating communication to resolve these issues.

In relation to Bosnia and Herzegovina's EU aspirations, Kos acknowledged the country's current institutional crisis but remains hopeful about its accession prospects. She plans to visit Bosnia soon to engage with local officials and assess the situation. Despite the challenges, she believes there is a window of opportunity to pass essential legislation that would pave the way for Bosnia's EU path.

Kos pointed out that the geopolitical landscape necessitates a renewed commitment to EU expansion, particularly concerning the security implications for both Ukraine and Moldova. She noted that while these countries are currently unable to join NATO, their accession to the EU would serve as a significant political guarantee for their security.

As discussions continue, the EU's commitment to the Western Balkans remains crucial, given that these states have been awaiting membership for a considerable time. Austria and other countries have urged that the interests of the Western Balkan nations should not be overlooked amidst the focus on Ukraine and Moldova.
