Putin Expresses Willingness to Provide Written Assurance Against Military Action in Europe

Russian President Vladimir Putin has publicly indicated a readiness to formally declare, in writing, that Russia does not intend to launch any military attacks against European nations. Speaking during a diplomatic visit to Bishkek, the capital of Kyrgyzstan, Putin characterized allegations of potential Russian aggression toward Europe as unfounded and stated that Russia has never planned such actions. He suggested that, should it be required, Russia would be willing to document this commitment as part of broader diplomatic discussions.

During his stay in Kyrgyzstan, Putin participated in a summit of the Collective Security Treaty Organization (CSTO), a regional defense alliance. At the conclusion of the summit, he answered questions from Russian media, addressing ongoing efforts to resolve the military conflict in Ukraine and reaffirming his government's willingness to engage in peace negotiations.

US Delegation to Visit Moscow for Peace Talks

Putin confirmed reports that a delegation from the United States would visit Moscow in the coming days to participate in diplomatic discussions. According to the Kremlin, the American delegation will include Steve Witkoff, a special envoy appointed by US President Donald Trump. Russian officials from the Ministry of Foreign Affairs and the Presidential Administration are expected to take part in these talks, which are aimed at exploring pathways toward a peaceful resolution of the conflict.

Witkoff, whose recent activities have attracted criticism due to perceptions of close ties with Russia, will represent US interests in these discussions. Putin defended the US envoy, emphasizing that Witkoff's primary responsibility is to advocate for the interests and policies of his own country. The talks are expected to address a range of issues, including territorial control and the conditions necessary for a ceasefire in Ukraine.

Conditions for a Ceasefire in Ukraine

Putin outlined Russia's primary condition for a ceasefire: full control over the Donetsk and Luhansk regions in eastern Ukraine. He stated that an immediate halt to hostilities would be possible if Ukrainian forces withdraw from territories currently under their control in these areas. Failing such a withdrawal, Russia would continue its military operations to secure these regions. This stance aligns with recent proposals from the United States, which suggest that Ukraine should vacate certain territories, although Ukrainian authorities have rejected this approach.

Developments on the Frontlines

The Russian president reported that Russian forces have made advances in the Zaporizhzhia region, claiming progress near the town of Huliajpole. While Ukrainian sources have acknowledged temporary difficulties in the area, they maintain that the situation has since been stabilized and that Russian advances have been checked. Putin also asserted that Russian troops have taken control of the city of Kupiansk in the Kharkiv region and that other strategically important towns near the Russian border are close to being captured. Ukrainian officials, however, dispute these claims and assert that fighting in these areas continues.

Territorial Recognition and Diplomatic Challenges

As part of the anticipated negotiations with the US delegation, Putin noted that the question of international recognition for Russian control over Crimea and other occupied Ukrainian territories would be a central issue. Russia has formally incorporated Crimea, along with the regions of Luhansk, Donetsk, Zaporizhzhia, and Kherson, into its territory and seeks international acknowledgement of this status. To date, these claims have not been recognized by the broader international community.

Stance on Ukrainian Leadership

Putin reiterated his refusal to sign any agreements with the current Ukrainian administration, arguing that the government in Kyiv has lost its legitimacy due to the postponement of presidential elections, which were suspended under martial law. Ukrainian officials maintain that the suspension of elections is in accordance with national legislation during periods of armed conflict.

The ongoing discussions and developments underscore the complex dynamics at play in efforts to resolve the conflict in Ukraine, as well as the broader security concerns in Europe. Diplomatic negotiations between Russia, the United States, and other international actors are expected to continue in the coming weeks as all parties seek avenues for de-escalation and peace.
