Unified Standards Sought for Child and Youth Welfare in Austria

Tue 11th Nov, 2025

The Austrian branch of the International Federation of Educative Communities (FICE Austria) is advocating for standardized guidelines within the country's child and youth welfare system. The organization, which connects professionals and institutions dedicated to supporting children and young people outside their family environments, has emphasized the need for consistent practices to improve the quality and safety of out-of-home care.

FICE Austria has long been engaged in efforts to enhance the structures and procedures that govern child and youth welfare. In 2019, the association developed a comprehensive set of standards intended to address a wide range of critical issues within the sector. These standards were designed in collaboration with multiple stakeholders and aim to ensure that all children and adolescents in care receive consistent and high-quality support, regardless of their location or the agency responsible for their well-being.

The proposed standards cover several essential aspects of child and youth welfare. A key area of focus is the active participation of minors in decisions that affect their lives. The guidelines advocate for mechanisms that allow children and young people to voice their opinions and influence outcomes in matters related to their care and daily routines. By promoting participation, the framework seeks to empower minors and respect their rights, aligning with international best practices and the principles outlined in the United Nations Convention on the Rights of the Child.

Another major priority within the standards is the prevention of violence and the safeguarding of minors in care. FICE Austria highlights the importance of proactive measures to protect children and adolescents from abuse, neglect, and any form of mistreatment. The guidelines recommend the implementation of clear protocols for identifying and addressing risks, responding to incidents, and supporting victims. By establishing transparent and consistent procedures, the organization aims to foster a culture of safety and accountability across all child and youth welfare services.

Health care access and quality education are also central components of the proposed standards. FICE Austria calls for an integrated approach that ensures young people receive comprehensive health services, including physical and mental health support. Additionally, the guidelines stress the significance of educational opportunities tailored to the individual needs and circumstances of each child. This holistic approach is intended to promote well-being, personal development, and future prospects for those in care.

Despite the availability of these standards since 2019, FICE Austria notes that their adoption and implementation remain inconsistent across different regions and service providers. The organization is therefore urging policymakers and stakeholders at all administrative levels to formally endorse and integrate these guidelines into national regulations and everyday practice. The goal is to eliminate disparities in care, uphold children's rights, and ensure that all minors receive the protection and support they require.

The ongoing call for unified standards reflects broader discussions within Austria and internationally about the need for quality assurance and harmonization in child and youth welfare. As the sector continues to evolve, FICE Austria and its partners remain committed to fostering an environment where every child and young person can grow up safely, participate actively, and reach their full potential.
