Filippo Grandi, the UN High Commissioner for Refugees (UNHCR), recently visited Sweden as he nears the conclusion of his decade-long tenure in the role. Grandi expressed deep concern regarding the retreat of various nations from international cooperation and the rule of law, emphasizing the increasing plight of individuals fleeing from increasingly violent conflicts where humanitarian laws are frequently disregarded.
Grandi pointed out that the foundational principles of international governance appear more fragile now than when he began his career. He noted that holding perpetrators accountable for human rights violations has become challenging due to its intersection with political agendas, warning that failure to do so would further undermine the global system.
Grandi's visit comes at a time of heightened tensions due to the ongoing conflict in Gaza, which has led to significant civilian suffering, numerous war crimes, and a global community that struggles to intervene effectively. Drawing upon his extensive experience in the region, including his previous leadership of the UN agency for Palestinian refugees (UNRWA), Grandi condemned the actions of Hamas in the conflict while also denouncing Israel's extensive military response as unacceptable and a violation of international law.
He emphasized that the total destruction of communities and cities cannot be justified and highlights a broader failure of international accountability. Grandi stressed that the United Nations must be prepared to intervene once a ceasefire is achieved, advocating for a comprehensive peace process that includes discussions on a two-state solution, asserting that without this, any ceasefires will only be temporary.
Grandi also highlighted that the challenges extend beyond Gaza, citing crises in Ukraine, Sudan, the Democratic Republic of the Congo, Yemen, and Myanmar, where the international community has not been able to assert its influence effectively. He underscored the importance of adhering to the laws of war, humanitarian rights, and asylum laws--principles on which the UN was founded.
The Security Council, which is responsible for making binding decisions, faces significant challenges due to the influence of its permanent members, including Russia and the United States, both of whom have exercised veto power in critical situations, such as recent calls for a ceasefire in Gaza. Grandi described the Security Council as increasingly dysfunctional, asserting that the institution's efficacy is directly tied to the commitment of its member states. He expressed concern that the erosion of the UN's credibility as a framework for international coexistence is detrimental to global governance.
Grandi's reflections serve as a reminder of the urgent need for renewed commitment to international cooperation and adherence to humanitarian principles in the face of escalating global crises.
