The Austrian commission responsible for enforcing the ban on breeding practices that cause animal suffering, known as the Qualzuchtkommission, is set to undergo a leadership change at the start of 2026. The current chair, who has significantly contributed to the commission's establishment and operational groundwork, will be stepping down for personal reasons. Stepping into the role is Alexander Tritthart, a veterinary medical professional and legal expert, who will assume the position from January 2026.
The Qualzuchtkommission was legislated in mid-2024 to address rising concerns over the proliferation of pet breeds that exhibit extreme physical traits. The popularity of such breeds, often selected for distinctive appearances, has led to serious health complications for animals, including respiratory issues in dogs, joint problems, ear malformations in cats, and reproductive challenges that sometimes necessitate surgical intervention. These breeding practices are prohibited under Austrian animal welfare laws due to the prolonged suffering they can inflict on animals.
The commission is composed of independent specialists from the University of Veterinary Medicine Vienna and the University of Natural Resources and Life Sciences Vienna. Its members possess expertise in animal breeding, genetics, ethics, and clinical veterinary disciplines. The commission is further supported in both organizational and technical matters by the office dedicated to proper animal husbandry and welfare.
Since its inception in January 2025, the commission's mandate has been to develop scientific foundations for implementing the ban on such breeding practices, evaluate breeding programs proposed by various associations, and assist enforcement authorities in upholding the law. The commission has been recognized as an international model in regulating breeding practices that have adverse effects on companion animals.
The outgoing chair, who previously served as a veterinary official and animal welfare ombudsperson in Styria, played a pivotal role in shaping the commission's structure and ensuring the establishment of essential operational protocols. Her leadership has been acknowledged as instrumental in driving the commission's early achievements.
Alexander Tritthart, the incoming chair, brings extensive experience from both practical and regulatory veterinary fields. He is a sworn and court-certified expert and holds dual qualifications in veterinary medicine and law, equipping him with comprehensive knowledge of both animal welfare and the legal framework governing such practices. In addition to his academic credentials, he is a habilitated lecturer and longstanding faculty member at the University of Veterinary Medicine Vienna, with a track record in scientific research and academic administration. His previous leadership roles and participation in various professional committees position him well to continue guiding the commission's work.
The commission will maintain its focus on developing clear scientific criteria and supporting independent oversight to ensure compliance with animal welfare legislation. The leadership transition is intended to build on the commission's progress and reinforce its commitment to protecting animals from breeding practices that compromise their health and well-being.
