Investigation Launched into Conditions at Münnichplatz Youth Detention Center

Concerns have emerged regarding conditions at the Youth Detention Center (JA) Münnichplatz, prompting an official review by the Ombudsman's Office. Recent reports highlighted incidents of physical altercations among inmates, unauthorized contact attempts at the facility's perimeter, and efforts to smuggle items into the center designed for young offenders in Vienna-Simmering.

Gabriela Schwarz, the Ombudsman responsible for monitoring correctional facilities, has initiated an investigation to verify the reported incidents. In a statement, she emphasized the importance of confirming these claims and indicated that if substantiated, it would necessitate immediate action from the Ministry of Justice.

Schwarz identified inadequate staffing as a fundamental issue contributing to the troubling conditions across all correctional facilities. She underscored the necessity for young offenders to receive structured daily activities and educational programs to facilitate their rehabilitation and reintegration into society.

The Ministry of Justice has acknowledged specific incidents, particularly regarding unauthorized communications with inmates, which are subject to administrative penalties. In the ministry's view, these occurrences are classified as infractions under the correctional law.

Each incident is meticulously reviewed by the Directorate General for the Criminal and Enforcement System, which ensures that appropriate measures are implemented in response to each case. To mitigate unauthorized contact at the facility, increased patrols have been deployed in the surrounding areas.

Moreover, any criminal offenses such as assaults are promptly reported to the relevant public prosecutor's office, according to the ministry. A series of structural, technical, and organizational measures are being implemented to enhance security, particularly during evenings and weekends, in the JA, which currently houses 20 individuals, including 17 juveniles.

The Justice Ministry aims to establish a robust security framework for the facility, ensuring a stable internal environment through early detection and effective response to potential disturbances. In light of these developments, Ombudsman Schwarz has called upon Justice Minister Anna Sporrer to prioritize this pressing issue, offering the office's expertise to assist in addressing the situation.
